Under the Licensing Act 2003 all retail sales of alcohol must be made by or authorised by a Personal License Holder.
HABC Level 2 Award for Personal Licence Holders
is a nationally recognised qualification for anyone wishing to apply for a Personal Licence to authorise the retail sale of alcohol on licensed premises.
